I flew Y on KHH-KIX in April and my carry-on was about 10kg. Ground staff first said it's okay, but realize I was not in C class. Then, she insisted I had to check my bag. I didn't push. The staff was very apologetic (probably because I'm CI Emerald member) though. At least my bag was already out after I cleared the KIX long immigration line.
