I think that the explanation is pretty straightforward. The fact that we can transfer Avios between QR and BA makes it clear that they are separate inventories of Avios. So you can't buy a ticket in one system using Avios from the other. Your account in the airline from which you want to draw them must have the sufficient Avios balance for you to use.
