The benefit for the hotel (apart from whatever it reaps from falsely advertising a lower price) is that there's no points accrual on destination/resort fees.
Plus:
- some loyalty programs (like Bonvoy) do not exempt these fees on award stays
- I believe the fees are non commissionable for travel agent bookings
