I asked them to put me on a ALA-DOH-IAD, using the 300 mile rule, but they refused saying QR is not a JB partner...

So, they can't put me on a flight to IAD, and they cannot refund. I'm now stuck with a less than desirable booking.
As always with schedule changes just HUCA. The "rules" are a grey area at best and many agents only offer the bare minimum while others will be happy to move you to just about anything.

And for something like this it's will be easier if you ask specifically for the AA flight number on the DOH-IAD flight. Not sure what flight numbers you booked originally but keep it in mind for mileage earning purposes.

"There was a schedule change and the new flights don't work, I see there is a flight AA9876 from DOH-IAD, can you move me to that..."
