Sounds like bait and switch or false advertising if Avis is selling prepaid tolls at their rental counter but not stating it doesn't cover the NYC extra fee.
Most likely in violation of consumer protections... but that is how car rental companies operate now... violate until they get slapped with a lawsuit.
