Yeah...all of them.
A couple years ago, I rented from Sixt in Frankfurt City (not train station...somewhere else), returned to FRA and the price was the same. These days Sixt seems very pricey, though.
And about 20 years ago, I rented in Venice (Train) and returned at FRA and there was no drop off charge...go figure!
