The footnote is poorly written, but I assume that if you are longhaul LH arrival in Frankfurt you can either use the business lounge if connecting or the welcome lounge if arriving. It would be odd that only arriving, but not connecting, passengers would have access to a lounge on arrival.
You can absolutely use the Welcome lounge as a connecting passenger if you'd like. You cannot use the regular departure lounge as an arriving passenger, and that is specific to FRA only. In both instances this is for LH metal arriving.
If you arrive on UA metal you have access to the FRA Welcome lounge, but you do not have access to any other LH lounges elsewhere. You also have access to the ZRH arrival lounge. It is complicated.
