It looks like the Welcome Lounge is an arrivals specific lounge unique to Frankfurt that is landside. The footnote is poorly written, but I assume that if you are longhaul LH arrival in Frankfurt you can either use the business lounge if connecting or the welcome lounge if arriving. It would be odd that only arriving, but not connecting, passengers would have access to a lounge on arrival.
