I dont think the hotel is responsible for the actions of the employee (and I dont think the guests are claiming as such, they just wanted an apology/explanation AFAIK), it seems more like the Liberty is making the donation as a gesture of goodwill/as an apology.
It's possible the hotel was able to interview other guests, or its possible the guard admitted to lying after some probing (or was caught in a lie). Hard to say. All we know is what the hotel's investigation concluded.
