Also, we will be arriving at Frankfurt Main Train Station...seems that my rental is substantially higher renting from there (I'm returning to FRA airport later that week) than if I just go to the airport and rent there...which obviously is slightly more inconvenient. Any comments or advice here?

I would not alter plans based on Hertz PC status. Go with your usual, lower cost options.

Not surprised that a different drop off location increases the cost. Was that the same for all 3 of the vendors you listed?
