I can't comment on this specific property, but my last FHR stay at Fairmont Empress earlier this year received points for room rates.
I have had many FHR and THC stays, some prepaid in full, some prepaid first night, some paid at hotel, and they all received points, although the actual room rates are often lower than what Amex quoted.
