As described, no UC access at IAD.
In the *A world, no status, the departing flight determines access.
If the TATL was UA operated, UA then provides UC access at connecting airports.
If you had *A Gold status, that provides UC access at connecting airports on international itin.
You will have access to the LH Business Lounge (not Senator) at FRA.
