I am very very annoyed because I paid $25.99 extra, on a recent 1 day NYC-area rental that was supposedly to cover unlimited tolling, and I have received a notice from Avis, charging me $10.95 for the congestion charge that day.
Some details -
* Avis seems to be handling this from their FINES department - they are considering the NYC congestion charge a "fine" - the letter came from "AVISRENTALFINE.COM" not their usual tolling website
* The charge to my card was named "WWWPLATEPASSCOM"
* They collected the FULL congestion charge $9 even though I came in through a tunnel for which there was a credit back to Avis of $3 which they are not acknowledging
* Avis tacked on a $1.95 admin fee
I have been on the phone with customer service trying to explain to them what they did and of course it is like talking to a brick wall. "I don't see that any toll was charged to you." me: Yes that's because they logged this as a FINE and not a TOLL and you need to go to the FINES website.
"I don't see that any toll was charged to you."
and...repeat. and repeat.

**New York Congestion Zone is not covered as part of e-Tolls Unlimited. A separate charge will apply.
Obviously nobody bothered to mention that at the counter, and there was so signage. So, heads up everyone. Be careful, do not factor the NYC congestion fee into your cost-benefit analysis of etollunlimited.
Eventually the person did give me refund for this charge but after finding the etolls disclaimer, it would seem I got lucky and I'm sure that Avis will not be doing this for many other people.
They really should put up some signage in their locations and a disclaimer on the website when you are adding the billing extra, to clarify if this is their policy. This car was picked up at EWR from where I'm sure many, many people head into the city.
