I'd personally avoid EWR at all costs right now, and take my chances with ORD and IAD. IAD is probably the best bet, IMO. IAD also has a fair number of options to Europe if something happened to cause a misconnect. The 10pm bank of flights to Europe is a good backup.
The question is abut a flight in August. EWR's runway closure is expected to be complete in June (though weekend work will continue through the end of the year).
