It makes sense, as F rarely sells and is full of cabin rolls and nonrevs. That said, I'm surprised they didn't use the transcon strategy - keep the F cabin for sale in the hopes that someone is willing to be ripped off and oversell J. Likely that F won't sell and they can just cabin roll people.
The other possibility is they are testing out the all J sales for when the 77W cabin refits start.
