For those that regularly do CX907/906 CX913/974 A321neo to MNL?

For the regulars that do HKG-MNL on the A321neo CX906/907 974/913 how early is the booking to get Seats 22A-C and H-K?
For the Image below it's my Mum's MNL-HKG flight with row 22 blocked off. If that was available for CX906/907 913/974 what advantage does row 22 have over 37A-C and H-K seats? For starters row 37 is on the wing/exit area
