I think BA is really generous when it comes to luggage allowance (check-in and cabin) and this extends also to all passengers. According to my understanding, it has to be BA flight *and* BA ticket (not either).

BA ticket, BA flight - yes
BA ticket, other airlines flight - no
other airlines ticket, BA Flight- no
