Very agent dependent, I find. If they try to hit me with the fee and it's something I can't book online (multi-city/complex itinerary with a PR) I just say 'sure, go ahead and charge me, I'll just write in after the fact and they'll refund me, but you do what you need to do'...all of a sudden, waived, seems to work every time.
