I'm confused between the "new beginning May 28" vs changes "Starting the third quarter 2025; for flights starting the first quarter 2026" in the Ts/Cs?

Any guesses on what happens if an A-list does a SDC on a WGA fare purchased before May 28 for a flight later in the year? Does the changed flight become a Basic fare that now does not allow additional SDC and no changes?
