On a recent SCQ-SVQ flight on Vueling, a gate agent walked through the boarding queues tagging any bag that didn't look like it would fit under the seat. She did ask to see BPs to be sure one paid for a cabin bag, but there was no real scrutiny of size. There seemed to be a number of bags that, to my eye, looked like they were over the limit.
