A hardside 21x14x9 carry-on is gonna weigh >3kg empty. It doesn't take much at all to exceed 7-8kg total.
But oh well I guess it's maybe a cultural thing.
Several years ago, flying MH out of CDG in business class, I was asked to weigh my carry-on. Enforced limit was 7 kg. Took my laptop out of the bag, got under 7 kg, put it back in 30 seconds later. First time ever. Never happened again...

Have been flying VN recently, long haul as well as domestic in biz as well : no weighing of carry-ons.
