I've had maybe a total of 5-10x in the past where I was made to weigh my carry-on on the scale. Out of those, all but maybe 1 was with EVA and Starlux (have never flown China Airlines). I think the only one non-Taiwan instance was with Hawaiian in HNL.
For me, it's happened the most when it's a partner airline's agent manning the counter (eg, NH staff for BR, JL staff for JX, etc).
SQ in MEL weighed my one carry-on, a rolling computer bag. I had to take the computer and sleeve out, which has a shoulder strap, to make it a separate carry-on so both were under weight. In J and a PPS on SQ.
HA also made me rearrange one pound among two suitcases which were both being checked. I think it is airline AND airport specific. LCCs and ULCCs are notorious for this.
