A hardside 21x14x9 carry-on is gonna weigh >3kg empty. It doesn't take much at all to exceed 7-8kg total.

Many airlines, from a wide range of cultures, don't want passengers to bring 21" rollers onboard, and 7 kg limits are a fairly effective means of realizing this objective ---> I don't think your "cultural thing" thesis holds water.
