I would say it depends.
Many of Scandic hotels are from mediocre to frankly speaking bad and dated.
Few (usually in bigger cities) are in the level that bigger international chains usually offer.
But they do the job.

And sometimes they even have quite nice points offers up to -50% points of regular award nights.
In Finland for example there are 12500-20000 Scandic points deals every now and then (incl HEL area), meaning 6250-10000 SAS points per night, always including breakfast for two
Same is true to Norway.
I would consider that great value if spending a night before/after flight or needing the stay in anycase.
