But the fee has nothing to do with that. Qatari citizens became eligible for ESTA. The ESTA fee is $21. Qatar slapped a reciprocal fee. But grants entry for 90 days and two years based on the fee, just like ESTA.

Genuinely reciprocal then, so that seems fair

(I don't doubt that many are equally upset)
