Firstly, under the current administration I don't think the DOT even has any staff left... Secondly, they are saying that I never sent in my stuff because they claim that they don't have any record of it. I offered to send them full copies of my logs showing that I sent it and they said that there's nobody to review said logs. They could only see if the department noted that they received it.
