Hello, I have never flown
Cebu Pacific. I've read their carry-on criteria, and all of the posts discussing this topic are several years old.
How strict are they when it comes to A) exact size, and B) weight, of carry-on luggage?
My carry-on is a standard size for the US
airlines, but it exceeds the Cebu Pacific stated limits by one inch. Should I expect them to measure?

Flew two domestic flights last week. No one checked the size (although both our carry-ons were within 22" and wouldn't have been an issue).
No one checked the weight either. My companion flew with two carry-ons (a rollaboard and a backpack) over the cabin weight limit and no one batted an eyelid.
I had a 20kg checkin baggage allowance, and a 23kg bag was checked in with no fuss.
