What are the criterion though? Are they checking the passengers against a manifest and requiring rescreening if someone's on a list?
From the descriptions of the process it seems there's a limited number of gates at which one can arrive and have one stop security. So if a previous arrival is delayed in departing, then you lose.
(Similar to CDG, where there are a limited number of gates in the AF complex that arrive into the secure area, so there's a chance (about 50/50 in my experience) an AF flight from the US will not have connecting pax go through security... and of course even at airports like AMS and FRA where there's more provision for no security on connection, it's not always guaranteed)
