The overheads in the CR9's require that the bag go in sideways meaning the 22.5" won't be an issue at all like it could be if it went in wheels first. That said, it's a tight fit in the overheads even for a legal carryon. A bag of that size won't be fun to fit under the seat, and may not be possible so you'll want to try to get the overhead space.

Also - row 12 doesn't have a bulkhead there, so 12A would have straight ahead access to the underseat storage of 4A, but 12C doesn't have a seat directly in front of it so there's no underseat storage of any kind. 12DF both have the 4DF seats in front that you can use for storage if you're seated there. Very crew/situational dependent but you'll sometimes see crew bags/storage above row 12 that limits the total number of bags the bins can hold for the first few Y rows, but if you're zone 1-3 you realistically won't have any issues.
