Assuming I should per-emptively move back one row so I'm not on a bulkhead, or bite the bullet and check it (which is a big pain in the butt for me, because I have an onward connection on a separate ticket in IAD.).
Your carry on should fit fine in the bins as long as you turn it sideways.

Also, there is no bulkhead dividing the Y and J cabins. It sounds like you are booked in Y, so row 12 is a great choice. Tons of legroom too.
