If your return flight is from Songshan Airport, Kimpton is the best location, but from Taoyuan Airport, there’s no big difference.
If you have any expectations of the hotel restaurant, Regent is better.

Rooms, of course Kimpton is much newer.
People services, I prefer Kimpton.
