You do not have a "connection time," because you do not have a connection. You have two separate tickets, and, critically, the second airline will have no idea where you are or that you're coming.
Is this possible? Yes, if all of the stars align -- UA flight arrives early, bags come off promptly, there's no line at immigration, and there's no line at the check-in counter at your other airline.
Is it likely? No. The most likely outcome is that you will be pleading with a German to bend the rules in your favor. Nothing against the Germans, but the only place I'd expect you to have less success would be Japan.
What's the connecting airline? Do you have any status with UA? If you could get the bag checked through to LYS, you'd improve your chances from maybe 5% to perhaps 20%.
