No, with few exceptions, Priority Pass and the lounge operator are two separate unrelated entities.

Priority Pass is a middle-man that connects consumers with lounges that have excess capacity that they wish to monetize. Priority Pass pays the lounge operator (i.e. the airline, airport authority or lounge operator) somewhere between $23 and $28 per visit. Priority Pass then sells memberships directly to consumers or in most cases sells access to credit card companies who pay some sort of amount.to PP.

The profit Priority Pass makes is whatever the spread between what the credit card pays/membership fees and what is paid to the lounge operator.

The one exception to this is "The Club" lounges as those are operated by a sister company to Priority Pass.
