In Star Alliance the "metal" counts, i.e., the airline operating the flight. Different story in SkyTeam and Oneworld, where the marketing carrier counts (e.g. on code share flights, the marketing airline counts). But I'm not aware of any airline crediting according to the ticket issuer.
