IB OWS on cash PE/T fare was given the lowest upgrade offer < IB-nothing on redemption PE < IB-OWR on $ PE/E.
I would have thought the IB-nothing on redemption would be given the highest $ upgrade fee as the flight was 'free', but maybe the algo considers peeps who are already paying for "E" (vs "T") are more likely to be willing to spend even more, also that OWR pax is elderly so more likely to value a flat bed.
Who knows....
