This will do nothing good for the renter/consumer. I can only see car rental companies using this to try to stick renters with garbage damage claims because the 'computer said so'.
And since they aren't doing it at the time of rental, there is no reasonable baseline to say that damage occurred during the actual rental and not prior or at some point while the car was being moved/cleaned/serviced or even sitting in the rental lot and damaged by somebody else. I can see them being dirty enough to try to charge for tire wear.
This makes it even more necessary to take a detailed video of your vehicle at time of rental.
