I've flown with Frontier for a long time, many, many, many flights. Never had anyone check the weight of the personal item. If it fits, you sit.

I also have used my rather large backpack as my personal item many times, never an issue. Just don't overfill it and you'll be fine. Additionally, put on your extra hoodie and neck pillow and headphones and anything else that you can carry on your person. Once you're on the jetway, you can put some stuff back if needed.

That being said, it's a low cost airline. I can fly some routes for $16 and have purchased many roundtrip flights for $60-100. So if you don't have a free carry on through elite status or are flying with someone else who doesn't have status and you're taking a longer trip with more stuff, just spend the money on an additional carry on.
