Not to labor the point, but technically there are "MCE" bins for just those rows as well.
I think the biggest overall issue is people who are much farther back placing their bags in forward bins due to fear of not having a spot when they get to their row.
I agree, but have also witnessed many do it when they were one of the first to board and all of the bins in back were empty. They are either just stupid or lazy (not that dragging your bag back another dozen rows requires much effort).
