At CDG you need to process your refund before checking bags, if any of the goods you are exporting are in the bags, as customs officers may randomly inspect them.
You can also do it post security if you have it in your carry on. But yes, in the mentioned case it should just have been done pre check in. As long as the goods are bought in France the CDG setup is very painless.
