overhead space is first come, first serve. the exception being F space is supposed to be for the F cabin. if it wasnt over your head it would be over someone elses.
And if another F PAX had taken it, that would be fine, but these bags clearly belonged to the group that preboarded and offloaded their bags in row 2. Yes, I took a slot in the bin above another F row without feeling terrible, but that meant the person sitting there didn't have room for their bag.
