Nonrevs absolutely show up on the upgrade list long before they show up on the standby list. You may be referring to internal systems that show you on the standby list, but on the mobile app standbys only appear once they are checked in. Only then do they appear on the standby list and get the green checkmark next to their name on the upgrade list(s).
This may be a fairly recent change; it used to be that all nonrevs would show up on both lists and get a checkmark when they checked in (on both lists as well)
A decent way I use to figure out how many revenue pax are on the upgrade list vs nonrev I just scroll until I see the last name on the list with a green checkmark and then compare that to the standby list. If they don't appear on the standby list but have a green checkmark on the upgrade list then they are a revenue passenger. Similarly, if you see a name with a green checkmark and find them on the standby list then it's a given that every name underneath them on the upgrade list is also a nonrev standby. Helps gauge just how many standbys there are and how full economy may become. Of course not all standbys are eligible for upgrades. It's not an exact science.
I'd do the same if I didn't have the ability to just check the standby list -- and in fact did do that before they recently granted eligible passriders the ability to see the standby list in the app. I don't passride much at all anymore, but I definitely use this feature.
