my wild guess would be that there are negotiations between airlines/alliances and the BKK officials taking place, but at this stage, having to rely on other travellers' experience to determine lounge access eligibility (and also the reported disparity in enforcing the new rules between CX and QR) doesn't make any sense
there can always be exceptions in set lounge access rules; most wouldn't be impressed by QR banning OWS frequent flyers from Al Mourjan lounge in DOH unless they fly in J/F, but no recourse would be in discussion as this is clearly listed on the relevant lounge access criterias
now that lounges have to comply with regulations from the BKK authorities, but as this obviously inconsistent with OW's lounge access rules, it would be reasonable for a frustrated passenger to demand compensation (similar to an inflight issue on the minor side, such as pre-selected seat being swapped, malfunctioning dimmable windows on a dreamliner etc.; the type if issue that probably leads to "as a gesture of goodwill, we will offer you 10,000 miles / a 10% discount voucher for a future booking"
