Hello, I have never flown
Cebu Pacific. I've read their carry-on criteria, and all of the posts discussing this topic are several years old.
How strict are they when it comes to A) exact size, and B) weight, of carry-on luggage?
My carry-on is a standard size for the US
airlines, but it exceeds the Cebu Pacific stated limits by one inch. Should I expect them to measure?

I just flew them back to back: TPE-MNL and MNL-DGT
for the international leg they allow one piece overhead and one under your seat. The check-in desk did check the weight of several bags and even tagged some bags to be dropped at the door. I didn’t hear what the criteria were though.
for the domestic leg it was just one piece per person.
nobody weighed or measured the bags at the gate that’s for sure. However they were somewhat checking whether you didn’t have too many pieces. Even small handbags counted as one separate piece and some people had to squeeze it into a carry on or the duty free bag.
I didn’t experience the domestic checkin since it was a transfer in MNL.
they put a green sticker on your bag if it’s allowed in the cabin. Or they give you a long hard paper tag if it needs to be dropped at the door.
