There is also another consideration beyond the onboard seat product and it is the routing and which airport to transit at. To my knowledge, there is no sterile transit at MEX which means that one must clear immigration and thus be eligible to enter Mexico to transit there, in addition the OP would have to clear USA immigration at SFO. In contrast, transiting at IAH means that only USA immigration would have to be done.
