Odd. I have purchased biz flex on ITA twice and both times I could select any seat with no fee.
At some point I recall seeing a fee notice on the app (I think), but going through the selection process eventually generated no fee.
This was in Summer 2024 and just recently, after the Star Alliance announcement.
