The immigration lines at Narita generally looks shorter and less chaotic than Haneda. The Haneda customs kiosk setup is better as you can only go to the kiosks in Narita after getting your luggage, rather than using the waiting time for luggage to do that. Then again, if you spend an hour at immigration in Haneda you probably don't have waiting time for luggage.....
