Yes, the US doesn't allow a lap child to be tethered to the adult holding them. But both countries allow a child with an approved car seat to sit in them for take-off and landing unless you are in certain business class seats or small regional planes. Each airline has their guidelines for what car seats are allowed in the different cabin classes.
