Yes, this is a (at least I assume) a known bad side of the program. I have experienced this several times - and FB will not change their stance on this (it is stated in the T&C) - but anything not issued by airlines within the FB program will NOT receive any miles, XP nor UXP. Yes - you can insert and your status can show up on your BP/reservation, but nothing will be credited to FB. In such cases, I will just retrocredit them to my secondary ST program.
It is a very strange policy indeed which I have not seen at any other programs I'm in.
