The broad question is -- does not prequalified simply mean that they don't have an explicit offer for me right now, and may still approve me or does it mean no chance of approval?

I have an excellent credit score 800+, high income, no debt. I do have low credit utilization, if that matters and am probably at 2-3 cards in the last year.
I don't think that it makes a bit of a difference. According to their Pre-qualified FAQs, pre-qualification means that "personalized offers are available to you based on your credit profile." Even if you have one of those offers, you still have to go through their standard credit approval process.
