I would always get a taxi from Ebisu station to the Westin with bags, that trip is worth Y660 to me. Maybe not if you are trying to save money by not taking the Skyliner though!

There is an escalator up from the Keisei line at Nippori. Just none down to the Yamanote line when I was last there.
